The International Recycling Agency has called for the establishment of fair "green steel" standards

The International Recycling Agency (BIR), headquartered in Brussels, Belgium, has released a document, calling on society to adopt fair and scientifically reasonable methods to formulate "green steel" standards, in order to accurately measure and reflect carbon emission levels, and ensure that the steel industry fully recognizes the important role of scrap steel recycling in promoting low-carbon transformation.
The International Recycling Agency pointed out in its document that the current methods for identifying "green steel", especially those using the "sliding ratio" or "benchmark value" approach, may label steel with higher emissions (typically primary steel produced from iron ore) as "green", while neglecting low-carbon emission steel produced using recycled scrap steel and electric arc furnace (EAF) processes. This is not only opaque but also has the potential to mislead incentives and public procurement, causing these measures to deviate from the true low-carbon emission steel production process.
Susie Burrage OBE, the chairperson of the International Recycling Agency, stated that compared with the traditional blast furnace process, the carbon emissions of steel produced using scrap steel and electric arc furnace processes can be reduced by 74%. Environmental declarations of steel products need to be supported by real data, and the role of scrap steel recycling in the low-carbon transformation of the steel industry should be fully valued.
The International Recycling Agency emphasizes that the definition of "green steel" should be based on emissions throughout its entire life cycle, rather than merely on production processes or raw material sources. The International Recycling Agency calls for: ensuring that the "green steel" standards are based on actual and measurable emissions; Reward low-carbon emission steel and recycled steel through public procurement and incentive measures; Increase investment in infrastructure for scrap steel collection and classification to enhance the recycling rate of scrap steel; Incorporate scrap steel recycling into the formulation of "green steel" standards.
