Tata Steel will adopt differentiated low-carbon strategies in the EU and India. 

According to European metal media reports, Tata Steel will adopt a differentiated low-carbon strategy in the EU and India, adapting to the development requirements of each region based on local conditions.
In Europe, the high cost of carbon emissions and stricter regulations have driven enterprises to adopt low-carbon electric arc furnaces (EAF) for steelmaking and increase the proportion of scrap steel usage. The Tata Steel European subsidiary is adopting this model at its Talbot Port factory and has received 500 million euros (approximately 630 million US dollars) in local government subsidy support. However, it also recognizes that due to the limited supply of renewable energy such as green hydrogen, the steel industry in Europe is facing "survival and transformation" dual pressures. In India, steel demand remains strong and production capacity continues to expand. Therefore, the Indian Tata will promote a gradual emission reduction strategy. It has invested in the construction of an indirect reduced iron (DRI) project in India and plans to conduct hydrogen injection tests in blast furnaces, and through its Tata FerroBaling project, it builds a specialized scrap steel supply chain. This project belongs to the scrap steel industry and aims to regulate India's highly fragmented scrap steel market, thereby improving the quality and standardization of scrap steel supply.
The company stated that the transformation pace of the global steel industry is not uniform. Although the goals are global in nature, the implementation paths are regional. The European region has sufficient reasons for rapid transformation due to high carbon taxes and local society's requirements for clean production; while in India, while continuously expanding production capacity, it should also pay more attention to green growth. Therefore, no steel company in the world can complete the low-carbon transformation without the support of the local government.
Tata Steel believes that the priority task of the Indian steel industry is to ensure sustainable growth, rather than simply replacing old equipment like in the EU. This "dual-track strategy" highlights how the local policy environment, geographical location, and raw material availability shape the economic nature of "green steel". Therefore, in the short term, India is likely to still prioritize steel production, while in the EU, it will continue to seek priority strategies in low-carbon branding and steel recycling production. The differentiated strategy enables it to maintain competitiveness in the price-sensitive Indian market while also meeting the stricter low-carbon emission regulations in the EU.
