China implements a licensing system for the export of steel products

The Ministry of Commerce and the General Administration of Customs have decided to adjust the "Catalogue of Goods Subject to Export License Administration (2025)" (hereinafter referred to as the "Catalogue") in accordance with laws, administrative regulations and rules such as the "Foreign Trade Law of the People's Republic of China", the "Regulations of the People's Republic of China on the Administration of Import and Export of Goods", and the "Measures for the Administration of Export Licenses for Goods". The relevant matters are announced as follows:
I. Some steel products (for details, see the attachment) will be included in the catalogue.
Ii. Foreign trade operators exporting the above-mentioned goods shall apply for export licenses based on the export contract of the goods and the product quality inspection certificate issued by the manufacturer. For enterprises under the supervision of the State-owned Assets Supervision and Administration Commission of the State Council in Beijing applying for export licenses, the License Bureau of the Ministry of Commerce shall issue the licenses. For other enterprises applying for export licenses, the licenses shall be issued by the provincial-level local commerce administrative department or the commerce administrative department of the sub-provincial-level city where they are located. All other matters not covered herein shall be implemented in accordance with the Announcement No. 65 of 2024 of the Ministry of Commerce and the General Administration of Customs.
Iii. This announcement shall come into effect as of January 1, 2026.
